1962年出生于北京市顺义区，汉族，无党派。1980 年9月－1984年6月 于北京师范大学生物学系生物学专业学习，获理学学士学位;1984年9月- 1987年6月 于北京师范大学生物学系动物学专业学习，获理学硕士学位。1994年9月－1998年7月于北京师范大学生命科学学院生态学专业在职学习，获理学博士学位。

在科研方面，长期从事鸟类学方面的研究工作。曾主持国家自然科学基金项目、教育部博士点基金项目、北京市科委项目、国家重点基础科学研究项目（973）专题、国家科技支撑项目课题以及国际合作项目等课题多项。参与编写的重要著作有：《世界鸟类分布与分类名录》（2002）、《中国鸟类的分类与分布名录》（2005）、《普通动物学》（2009）、《丰富多彩的北京生物多样性》（2009）、《鸟类学》（2012）。在国内外重要学术刊物上已发表论文100余篇。 1994年获全国首届郑作新鸟类科学青年奖，1996年获北京师范大学优秀青年教师奖。参加的研究项目“中国特产珍稀濒危雉类的生态生物学及引种驯化研究”1998年获教育部科技进步二等奖，2000年获国家自然科学二等奖。2001年享受政府特殊津贴。 2012年获全国优秀科技工作者称号。
现任生物多样性与生态工程教育部重点实验室副主任,北京师范大学生态学研究所副所长。兼任国际鸟类委员会委员，世界雉类协会副会长，IUCN雉类专家组成员，中国动物学会鸟类学分会秘书长，中华人民共和国濒危物种科学委员会委员，国家湿地科学委员会委员，国家林业局国家级自然保护区评委，中国野生动物保护协会科技委员会副主任，北京爱鸟协会会长；担任Ibis、Journal of Ornithology、Zoological Science等刊物审稿人，《Chinese Birds》和《野生动物》两个杂志的副主编，《生态学报》、《湿地科学》、《动物学杂志》、《四川动物》等刊物的编委。
